If you are talking about the release script, you can take a look at
create_tarball_kf5.rb, available inside kde-dev-script:

http://commits.kde.org/kde-dev-scripts?path=createtarball/create_tarball_kf5.rb

It needs a configuration file (see the config.ini in the same directory).
