I think it would make sense creating three different translations even if it's 
the same people behind them.

Before creating new teams and granting commit access we ask people to do some 
job.

We ask for people to around 2250 messages of what's in
http://websvn.kde.org/trunk/l10n-kf5/templates/messages/frameworks/

Once you've done that please contact me (i guess better in private) and i'll 
continue with the rest of the steps.
