What we ask for new people is to new people that want to get a coordinator
account is to translate a big enough chunk of a file, usually it's kdelibs4.po to >= 90% 

You can find the existing te translation at \
http://websvn.kde.org/*checkout*/trunk/l10n-kde4/te/messages/kdelibs/kdelibs4.po

Once you translate it to >= 90% please send it to me in private (no need to spam the list with \
such a big file) and i'll do  the next steps.
