Those (and lots, lots more) are due to the fact that, in some
countries, divisions bear the name of their capital. Although it would
be perfectly valid to merge duplicates, I found during my translation
in French that in some rare instances the names for division and
capital were not written alike. Odd in itself, it led to difficult
choices when the English names were not duplicated.

On the whole, I think it's worth the trouble to unfuzzy a few
(automatically filled) duplicates to avoid problems during
translations.
