Yes, it's down, known thing. We'll try to get it up as soon as possible but 
that might take a while given it's a holiday season in most of europe/usa.

On the other hand you don't really need l10n.kde.org for anything since 
basically only stats and the daily script are hosted there since it should not 
be a critical path for the translation process.
