The best choice would be to translate Bengali in KDE to reach the
essentials, see [1]. If it's done, Bengali will be shipped with
upstream KDE releases, so Kubuntu will also include the Bengali
language pack. Then it will depend only on the translators if an
application is translated or not, the Bengali localization will be
installable in Kubuntu.
