Burkhard has explained what is going on. A repository checkout of a KDE
application does not contain the translations. Translations have to be
fetched when the release tarball of that application is made. If the tarball
is made using create_tarball.rb script from kdesdk, it will also fetch the
translations. (There is no automatic elimination of insufficiently complete
PO files, that is upon application's release manager.)

What are the advantages and disadvantages of this system, as compared to
keeping translations in application's repository, is a too strategic topic
to be discussed within this bug/thread.

It means that is ups to the translatoid developer to include the translations. I ve already asked this to the developper at the kde-apps.org the 08 Mars but i did nt get any answer from him.
