Not quite right (maybe work in Ubuntu, due to kdelibs patching).

In general translation should be merged to .desktop file (somewhere in  
/usr/share/applications/kde4/kturtle.desktop). This job is done by scripty  
in repositories.

If you just need quick testing, edit kturtle.desktop directly and add the  
lines

Name[bn]=blah-blah
GenericName[bn]=trulala

Then replace the older file and run

kbuildsycoca4 --noincremental

Then open menu and test the translation.
