Quite possible when you don't have the templates, which contain the .pot file, 
downloaded with svn and pointing to these templates, using PotBaseDir=<path to 
templates folder> in the project file of lokalize.
If you have that you will see in the tab Project Overview of lokalize not only 
bleu and green flags, but also black flags, which indicate that there is a 
.pot file without a corresponding .po file in your language folder.
