The issue of problem you have encountered is the wrong quotation marks in  
el.xml:

http://docbook.svn.sourceforge.net/viewvc/docbook/trunk/gentext/locale/el.xml?revision=8621&view=markup

(Look for startquote" text="&#38;#x201C;"/> and <dingbat key="endquote"  
text="&#38;#x201D;"/>)

Please file bug report against Greek Fedora team on bugzilla.redhat.com or  
docbook translation on sourceforge.
