Not at all. But as I read again my post, I realized it was not clear,
sorry.
We have to differentiate two levels:

1. Team coordinators: IMHO, these should be people who are already
involved in an exiting translation team (that was the target people I
wrote about in my message).

2. Team members: each team coordinator can decide on the more adequate
policy for his/her language, probably on the same pattern that this is
done in other projects.

Hope this helps to clarify the initial intent.
