You have to add definitions for these in el.xml in common/ after checkout of

/home/kde/trunk/KDE/kdelibs/kdoctools/docbook/xsl/common/

You can copy the definitions from the en.xml file, which downloaded as well, 
and translate the English text there. After that you commit the change and for 
the time being copy this file to 
/usr/share/kde4/apps/ksgmltools2/docbook/xsl/common/nl.xml, the first part of 
the path may be different on your distribution.
