I've added two changes to update_xml in trunk

 * Do not call meinproc to check the validity of the docbook if the dir 
containing the docbook returns an empty "svn status". This changes from 15 to 
3 seconds the time of running "update_xml ca kdelibs"

 * Add the --noupdate command line option that makes 
./scripts/populate_documentation.sh not be called. This can be useful if you 
know the documentation is up to date.
