If you want to make it by yourself:

1) You need to download Pology:

svn co svn://anonsvn.kde.org/home/kde/trunk/l10n-support/pology/

2) Suppose, that you were made this in your main translation directory  
(where nl is stored). Go to pology/scripts.

3) Run

./posieve.py unfuzzy-context-only -snoreview -seqmsgid  
../../nl/messages/kdeartwork/kxsconfig.po

or just put kxsconfig.po in pology/scripts and run

./posieve.py unfuzzy-context-only -snoreview -seqmsgid kxsconfig.po
