Scattering works in this way: if the summit message is translated, then the
branch message becomes translated too; if the summit message is not
translated (clean or fuzzy) or it is stopped from scattering (by ascription
filter), then the branch message is not touched if not translated and
fuzzied if translated.

Presently kdeqt.po in cs summit has 1179 translated trunk messages, and so
does the trunk catalog. Fuzzy messages in trunk catalog then correspond to
non-translated messages in summit catalog. So everything is in accord.

What you have expected is that if summit message is clean (not translated
and not fuzzy), then the branch message will become clean too. This does not
happen because I intended scattering to have the smallest effect necessary,
for reasons of robustness and keeping options open (e.g. if the team wants
to stop working in summit). Otherwise, branch catalogs could even be derived
_from summit catalogs from scratch, without any need to look into existing/
original branch catalogs.
