I haven't done any doc translation yet, so I'm not quite sure about the 
current procedures, and therefore my opinion should be taken very lightly.

But I think the same should apply to docs as to the interfaces. I.e. users 
always get the latest text - if no translation is available for the latest 
version of a string English is the "fallback".

And there could be some limit that must be met, like 70-80% must be translated 
to be shipped - either of essential modules, or perhaps on a per-application 
basis.
