Well, now it is almost finished (thanks to Burkhard).

Dear colleagues, can you tell me what you are thinking about it?

You can download preliminary version of docbook here:

http://websvn.kde.org/branches/work/translation-howto/

convert it to HTML:

meinproc4 translation-howto.docbook

and read it in your favourite browser.

It will be nice to see comments from those who much more competent than me  
to the chapter "Bringing a New Language to KDE".
