Hi,

Yes, you can use PHP, and of course the Media framework
(http://websvn.kde.org/trunk/www/media/), that allows use to get the
new KDE style.

However, it is not possible to set up a dedicated MySQL database for
your site (so, no CMS, no blog - except if they use sqlite)
