Good, here is how it works, before getting the account you must translate
kdelibs4.po to 90% or more to show commitment and to show you can handle the
kde .po workflow. Once you have it you send it to me, i check it is
syntactically correct and upload it to the SVN server, after that you request
the SVN account and work on your own from there.

Coordinator is enough and suggested for small teams.
