Hi Myo, you should subscribe to kde-i18n-doc@kde.org that is where all KDE 
internationalization efforts happen.

To get a new language added to KDE you should translate kdelibs4.po [1] to > 
90% to show commitment and then send the translation to the translation 
coordinator (me). After that i'll do the missing steps.
