Because for languages with heavy agglutination like Malayalam, the prepositions ('of' in this example) changes the noun (state, province) itself. for exmaple capital - തലസ്ഥാനം state - സംസ്ഥാനം province - പ്രവിശ്യ now Capital of state - സംസ്ഥാനത്തിന്റെ തലസ്ഥാനം Capital of province - പ്രവിശ്യയുടെ തലസ്ഥാനം of takes two different forms here and the noun is changed as well. Any generalization would look awkward. So please expand it. I would say this is the case for any application, but I wanted to start with kgeography first.
