No inherent problem with this, "%1 minute" is just the same as "1 minute".

Dropping %1 for number==1 case is allowed so that English can have nicer
singular form for stuff like "...delete this file?" vs.
"...delete these %1 files?". But programmers also seem to prefer to put
literal 1 instead of %1 when number is still wanted in singular.
