Definitely by default, filled out from the system settings (or KMail – I'm
not sure where the default settings are supposed to be stored these days).
And if the user hasn't set his e-mail settings anywhere, at least remember
the name and address the *next* time the user uses the ‘Report translation
error' dialgoue.

Good idea. But why not a ‘Capture Screenshot' button instead (the ‘Capture
Window Screenshot' feature from snapshot) . It's unlikely that the user
already has a screenshot stored.

Send them as *heavily* compressed JPEGs. Small size, and the text will still
be perfectly legible.

I don't think a second confirmation is necessary, or even useful. Just
a 'Send' and a ‘Cancel' should suffice. Instead show a ‘Thank you' dialogue
after sending the error report (with a longish thank you message, making
the user feel all warm and fuzzy inside for helping to improve the
translation).

I like this idea. There should also be a second string, to set if
attachments (the screenshot) is allowed or not (some mailing-lists
automatically reject e-mails with attachments). If attachments not
allowed, the ‘Capture Screenshot' button would not be visible.
One more thing. We can't expect the user to have set up a SMTP server in
KMail (or even have installed KMail), so the message needs to be sent using
a sendmail-style script on somewhere on kde.org.
