There is (or was) a utility, http://extragear.kde.org/apps/kconfigeditor/,
which is supposed to allow user to configure apps directly by KConfigXT
files. But I also don't see how it could use translations, which are in an
arbitrary catalog compared to the name of the given KConfigXT file.
