Well, if it is somehow related to Estonian number format, I have to elaborate 
a little bit...
1) separator for decimals is comma (,)
2) separator for thousands is space
3) separator for thousands is used only since 10^3, i.e. we write 3000, but 30 
000, 156 000, 1 500 000 etc
4) space is not used for ID code (essentially same as e.g. SS number in US), 
for decimal parts (i.e. 3,56786765), and for zip code/postal index.

(Or is such system worth of "euro3"? :-) )
