Hi,
take a look at http://l10n.kde.org/docs/translation-howto/ and start 
translating the essential files 
http://l10n.kde.org/stats/gui/trunk/essential.php 
When you are ready (but you may commit your work in progress before, if you 
want) ask this list to create the right folder for your language where you 
will commit the translations.
