In theory that should be the task of Stephan Kulow, as he is the release 
maintainer of KDE 3.5.x.

Mainly merging is done with the console program msgmerge of Gettext.

msgmerge -o out.po in.po template.pot

where in.po is the PO file, template.pot is a template and out.po the file 
where the resulting PO file is written. (template.pot does not need to be a 
template.)

Merging directly is not really possible to the change of PO file format.

So mainly you have to use the conversion scripts as discussed recently in the 
thread "does scripty convert the KDE3 format to KDE4?" on this mailing list.

However once a KDE3 file is in the KDE4 format, then you can merge it.

If I understand your question correctly, the answer is more: never.

One day in future the translation for KDE4 will probably be in trunk/l10n but 
the files will be moved from trunk/l10n-kde4, in case that this option is 
chosen.

If you do not have much time for translation, and especially as you seem only 
to translate main KDE modules, I would completely drop any translation in 
trunk/l10n.
