Yes.

And if I invoke help:/khelpcenter/glossary/ in konqui and change 
View->Set Encoding->Automatic Detection->Semi-Automatic
to
View->Set Encoding->Manual->Unicode ( utf8 )
german umlauts and <trademark class="registered">foo</trademark>, 
<quote>foobar</quote>, <trademark>Qt</trademark> are displayed properly
