Is it too complicated for Ubuntu maintainers to attract people to work with upstream translators and to create deb-packages for translations from SVN, f.e., every 2 or 3 days?

Yup

1 - you need gettext, which is not installed by defailt
2 - you need root priviliges
3 - you need to know the exact location of the mo-file (e.g on suse it's not
in /usr)
4 - you overwrite the original mo-file -- if the translation of the used
po-file conflicts with the current amarok version, one would make things
worse, and has no other option to revert then reïnstalling amarok
