a bit late, but here's an answer:

po compendiums contain all translated strings of your language
You can use such a file in e.g. kbabel for automated translations, searching 
for similar translations etc.

No idea why they are no longer created, i noticed it as well some time ago.

in stead of po compendium, i use the translation database of kbabel, based on 
the svn tree (or the tar.gz package with all translations at l10n.kde.org).
the translation database is more flexible.
