the one place where Rosetta certainly rocks is fighting GNU bureaucracy:
its much more simpler to get your translation of GNU utils into [your]  
distro
then to send _paper_ mail to USA

as for upstream warnings etc: why dont every team just send such announce  
to appropriate ubuntu translators mailing list every month or so?
