I hope not :) Translating the formula names in MS Office was one of the 
big mistakes of Microsoft. It was impossible to exchange spreadsheets 
between different language versions reliably in some Office versions. Also 
each translation had different bugs (mixed up constants etc.).

One solution would be some unique-formula-id -> name mapping. That would 
at least make it possible to exchange documents in different languages 
easily.
