Basically you have to make this announcement as you already did (probably a
fixed date for last commits would be good) and please tell us, if you take
the translations for release from trunk or from branches/stable. If you use
translations from branches/stable, then there is little more work to do.
Probably Nicolas Goutte can explain this to you (i cannot, sorry).
You will _not_ receive a notification if all translations are done, since
there are too many translation teams involved.
