Well, I had that idea too. The major problem that I have seen was that it must 
be released, so it must have a release manager. As KBabel has barely a 
maintainer (me for the moment), I do not think that it is the right choice.

(As for fuzzy strings, I think that it is the last ones.)

(Also if really really needed, there is still an open way to make it an 
extragear application, even if  it would then need another name, like for 
example "KBabel Extra".)
