  Not necessary. I'm for a flexible entry level for new teams, so Heiko 
limits are good. But for next KDE stable release, essential limits should be
met or, at team coordinator request, the language can be released with main KDE
if it's for getting special attention from speakers of that language. This
happened in the past and is encouraging.

  Anybody can contribute to Translation HOW-TO. It's available as DocBook 
at: http://i18n.kde.org/translation-howto/translation-howto.docbook
Anybody can send patches, or if really want to contribute, can request an
account on i18n.kde.org CVS server to check it out and work on it. Updating
is a single commit job. Documentation  on http://i18n.kde.org/sitedoc.html
is automatically generated (HTML, PS, PDF, TXT, TAR.GZ) every day if changes are seen.

There's a Romanian translation at: http://www.ro.kde.org/trhowto-ro/
I suggest putting translation-howto.docbook (and others) in KDE SVN and 
as POT (converted with xml2pot) and every can translate it.
