You're mixing things. tt is the correct ISO 3166 country code for Trinidad & Tobago
(refering to http://userpage.chemie.fu-berlin.de/diverse/doc/ISO_3166.html)
Tatar is no country but a language afaik - so it has neither an entry in kdebase/l10n 
nor an ISO 3166 country code.
