Doesn't it miss the default ones, i.e.
*.o *.lo *.la #*# .*.rej *.rej .*~ *~ .#*
?
With only those listed in your patch, the foo.cpp~ files appear in "svn status".
The patch could also be more explicit about adding (or uncommenting) the "[miscellany]" group
and about using "global-ignores = " and all in one line after that.
