In KDE 3.3 it does.

Dunno about kde 3.4, but when i use kdelibs.mo from kde 3.4 on my kde 3.3 
installation, kcoloredit shows &Color in stead of &Kleur.
So it looks like the string is, or used to be, in kdelibs.po.
