Yeps, but how can a user easily get an updated translation for his 
applications between kde-releases?

Yeps, or if the translation is 40% and the team succeeded in getting it 100%.
Or if a translation contains a grave translation bug..
Also, users might get more interested in getting involved in translating 
stuff, as they can immediatly see the results of their comments/bugreports in 
their application.
