I think there is not much to tell aside from what is currently advised:
Keep sentences together, avoid gradually assembling them or using
non-number data for arguments. The problem in this case arose precisely
because this was not adhered to. However...

Although this is the usuall solution, here it is not feasible. There are 3
possible intensities, 9 descriptors and 25 phenomena (or so) for making up
the final weather state. That is more than 600 possible combinations :)
albeit certainly more of them silly than than not. So, I think that the
proposed patch is as much as can be done.

(Aside cough, cough, proposed translation scripting ;)
