The rule in KDE is to give the name of the country as the *user* is going to 
search for it (while remaining a valid American English name).

So it is Macedonia (not FYR Macedonia), Taiwan and so on. (See all the 
political bugs that are in KDE Bugs and the flame wars in those bugs.)

Note: the rule is only for the strings in code. Translators are allowed to 
over-rule (for example if the Greek translators want FYR Macedonia they can 
do it.)

So I suppose that with flags it should be the same.

Of course this rule does not really solve the question about French Oversea 
Territories. However they are not French Oversea Departments either, so the 
French flag is probably not automatical.

I suppose that for Groenland, the problem is similar.

As for Antarctica, I would say to keep it without flags. (It is supposed not 
to have any territory claims ...in theory.)
