It is pure i18n musical genius, clearly. Not to mention the rest of the
string (in HEAD):

            i18n ("<qt><p>%1 the %2 to"
                    " %3x%4 may take a substantial amount of memory."
                    " This can reduce system"
                    " responsiveness and cause other application resource"
                    " problems.</p>"

                    "<p>Are you sure want to %5 the"
                    " %6?</p></qt>")

Clearly, here is someone who has not read the TL guide.

The arguments are:

%2 : "selection" or "image"
%1 : "resizing" or "scaling" or "smooth scaling"

%3 and %4 are dimensions.

Would it help to split this into

"%1 the selection to %3x%4" and
"%1 the image to %3x%4"

So we can substitute in a verb? It's still not pretty.
