Do you know when the branching was done? Are there any messages changed since 
then in the branch?

If you know the branching time and there is no modification, you can take the 
corresponding template(s) (.pot files) of that time.

As far as I have understood, Stephan Kulow only wants that you do not use 
Scripty for this, but I suppose that you could still branch kde-i18n (only 
the directory kde-i18n and the correct file/directory of kde-i18n/templates 
and you need to tell which admin directory should be used (I suppose the one 
of CVS HEAD.)
