What else do you expect? I am not sure that FAT has the capability to
store UTF file names.  After all, it is not a native linux filesystem
format.

That should be asked in your local LUG. Anyway ...
 
Modify /etc/fstab for the concerned drive. There will be lines which
says:-

	/dev/hdaX /mnt/<something>  vfat defaults,users,rw,noauto

(for hardisks - replace X with an appropriate number)

and for floppy:-

        /dev/fd0 /mnt/floppy auto defaults,noauto

Also, read the manual page for `mount'.
