Send the docbook maintainer a patch. Currently it's set in
kdelibs/kdoctools/docbook/xsl/no/common.xml as
   <l:dingbat key="startquote" text="&#8220;"/>
   <l:dingbat key="endquote" text="&#8221;"/>
