Time for some counterexample... :)

Ministry of information society in Slovenia has been running concourses 
for development of open-source projects since 2001, through which a 
limitid amount of money (this year around 50.000 EUR) is available to 
local not-for-profit organizations.

Slovenian KDE team, which operates within Slovenian Linux user group
(LUGOS), has won this way some 4000 EUR in 2001 for translating KDE 3.0 to
Slovene. The money went for proofing the translations by a professional
proof-reader, while the translation itself was a voluntary unpaid work of
Slovenian KDE team members.
