What I found out is one other remarkable change: every language subdirectory
has a configure of its own, at least after a make -f Makefile.cvs in the
main directory. This was not the case some months ago when I last tried to build
KDE from scratch.
So when I do configure in e.g. de (in the subdirectory!!) , I can do make
and make install in de afterwards, and the language gets installed. 
I think this corresponds to your error message, that in da there is no rule
to make target "all". If you check, I think there will not even be a
makefile.
