kaboutkde.cpp has a markup problem in 3.1 branch.  Stephan Binner fixed it 
yesterday in HEAD, but there is a <a> where there should be </a>.  It makes a 
very unfortunate visible effect.  Also, I think the entire text of this 
string should be re-examined.  The wording is a bit awkward in english.

Can this be fixed for 3.1.3?
