AFAIK 1.1 is always the initial check in. So according to the cvs, there never 
was a revious version of kile.po in kde-i18n/es/..

If you delete a file from the cvs, and later on check in another file with the 
same name, cvs continues using the version tree of the earlier deleted file.
It does not start at 1.1 again..
