Not being a CVS expert...

Could we not work as follows:

- Everything in HEAD is for the 3.X release
- Everything in BRANCH is for 3.1.X release

ie in translation we have no KDE_x_x_BRANCH.  We just have a branch 
called BRANCH which would contain all the bugfix related msg changes 
whether they realte to KDE_3_1 or KOFFICE_1_2
